『結婚論』第十八章　優生学 n.9：狂信的愛国主義の口実としての人種優生学

　極端な場合，ある民族が他の民族よりも優秀な場合があることは，ほとんど疑いがない。北アメリカ，オーストラリア，ニュージーランドは，まだ原住民が住んでいる（注：他の先進民族が住んでいない）と仮定した場合よりも，確かに，世界の文明にいっそう大きな貢献をしている。黒人が，平均して，白人よりも劣っているという十分な理由はまったくない。ただし，黒人は，熱帯での仕事になくてはならないので，黒人の絶滅は（人道上の問題を別にしても），はなはだ望ましくないだろう（注：これは冗談のつもりだろうが、今では不適切な発言）。しかし，ヨーロッパの諸民族の間に区別（差別）をつけようとすれば，政治的偏見をささえるために，大量の悪しき科学を持ち込まなくてはならない。また，黄色人種がわれわれ高貴な人種よりもいくらかでも劣っているとみなすべき正当な根拠は，私には見つからない。こういう場合は全て，人種優生学は狂信的愛国主義の口実にすぎない。

（注：修正前のテキストでは，「大体において，黒人は平均して，白人よりも劣っている，と見てさしつかえないようである」と書かれていた。知人に「誤解を招く恐れがある」と指摘されて上記のように修正されている。ただし，ページを増やさずに同一ページ内で処理したために，その後の但し書きの although との相性がよくなく，多少「苦しい」書き方になってしまっている。
古い版（テキスト）は明らかにラッセルの表現の仕方がよくなかった。安藤貞雄氏は，岩波文庫版の邦訳（ラッセル『結婚論』）を初版の第６刷（1938年刊）を底本とし，Unwin Books の第７刷（1972年）によって誤植を訂正したと邦訳書の巻末解説で書かれているが，誤植だけ確かめるために Unwin Books を参照したとのことで，残念である。1972年版のテキストは手元にないのでどうなっているかわからないが,少なくとも，私が所蔵している1976年版のテキストでは新しいテキストになっている。

なお，ラッセルは15歳の少女からの手紙（『結婚論』等に対する質問）に対し，次のように弁解の返事を書いている。

「わたしは今まで,黒人が’先天的に’劣等であるなどと考えたことは一度もありません。『結婚と性道徳』の記述は,黒人がおかれた状況(環境)について言及したものです。そこのところは,明らかに不明瞭な書き方になっていて違った意味にとれられる恐れがあるため,あとの版では削除しました。」(Ｒ．カスリルズ,Ｂ．フェインベルグ(編),日高一輝(訳)『拝啓バートランド・ラッセル様(市民との往復書簡集)』)

In extreme cases, there can be little doubt of the superiority of one race to another. North America, Australia, and New Zealand certainly contribute more to the civilization of the world than they would do if they were still peopled by aborigines. There is no sound reason to regard negroes as on the average inferior to white men (Old text: It seems on the whole fair to regard negroes as on the average inferior to white men), although for work in the tropics they are indispensable, so that their extermination (apart from questions of humanity) would be highly undesirable. But when it comes to discriminating among the races of Europe, a mass of bad science has to be brought in to support political prejudice. Nor do I see any valid ground for regarding the yellow races as in any degree inferior to our noble selves. In all such cases, racial eugenics is merely an excuse for Chauvinism (chauvinism).
