討論の自由には － 知的な長所のあることは明らかであるが － 必ずしも競いあう組織を必要としない（does not necesarily involve ～）。B.B.C（英国放送協会）は論争を許容しているし，互いに敵対する（競合する）科学理論は全て，英国学士院内で，述べることができる。学術団体は，一般的に言って，団体としての宣伝(注：corporate propaganda 御用宣伝)に浸るようなことはないが，各団体所属の会員それぞれに(severally),自分独自の理論を主張する機会を与える。一つの組織内でのそのような論議は，次のような根本的な同意を前提条件としている（論議ができるためには次のような前提条件が必要である）。（たとえば）いかなるエジプト学者も，軍隊を発動して，自分の嫌いな説を唱える競争相手のエジプト学者をやっつけようとはしない。共同体（社会）がその統治形態について根本的に同意している場合には，自由な討論は可能である。しかし，そのような一致がない場合には，宣伝は（強制）力使用の前奏曲と感ぜられ，（強制）カを持っている者（達）は，当然，宣伝の独占を目ざすであろう。宣伝の自由は，意見の相違が一つの政府のもとでの平和的な協力を不可能にするようなものでない場合に，可能である。新教徒と旧教徒は，16世紀には，政治の上で協力をすることができなかったが，18,19世紀には，それができた（可能であった）。それゆえに，この両世紀（18,19世紀）の間は，宗教上の寛容が可能になった。安定した統治機構（framework 枠組み）は，知的自由には欠くことのできないものである。しかし不幸にして，そのような安定した統治機構は，同時に，暴政の重要な機関ともなりうる。この難問の解決は，統治形態に依存するところが非常に大きい。

Freedom of debate, of which the intellectual advantages are obvious, does not necessarily involve competing organizations. The B.B.C. allows controversy. Rival scientific theories can all be represented within the Royal Society. Learned bodies, in general, do not indulge in corporate propaganda, but give opportunities to their members severally to advocate each his own theory. Such discussion within a single organization presupposes a fundamental agreement ; no egyptologist wishes to invoke the military to crush a rival egyptologist whose theories he dislikes. When a community is in fundamental agreement as to its form of government, free discussion is possible, but where such agreement does not exist, propaganda is felt to be a prelude to the use of force, and those who possess force will naturally aim at a monopoly of propaganda. Freedom of propaganda is possible when the differences are not such as to make peaceable co-operation under one government impossible. Protestants and Catholics could not co-operate politically in the sixteenth century, but in the eighteenth and nineteenth they could; hence in the interval religious toleration became possible. A stable governmental framework is essential to intellectual freedom; but unfortunately it may also be the chief engine of tyranny. The solution of this difficulty depends very largely upon the form of government.
