 これまでのところ,文明社会に特有の組織体の影響(effect 効果/結果)は,(たとえば)比較的未発達な社会における小作農(peasant 貧しい農民)と比べて,人間の自由を増加させることである。中国の小作農の生活西洋の貸金労働者の生活と比べてみよう。中国の農民(小作農)は子供の時に学校に行かなくてもよいが(注:勉強という苦労をしなくてもよいが」といったニュアンスか),しかし,非常に早い時期から(若い頃から)働かなくてはならない(注:みすず書房版の東宮訳では「Consider the life of a Chinese peasant, as compared with that of an Occidental wage-earner. As a child, it is true, he does not have to go to school, but …」のところが「西洋の賃金労働者の生活を,中国の子供の生活と比べてみるがよい。なるほど,子供として,彼は学校に行かなくてよいが・・・」と訳されている。a Chinese pesant の生活「を」 an Occidental wage-earner の生活と比較してみようと言っているのであるから,誤読をさせやすい訳となっている。また,「As a child」のところを「子供として」と訳しているが, 英語の辞書を見るとよいが,「As a child」の「as」は時を表す「when」の意味,即ち,「When he is a child(小作農は子供の時に・・・)」の省略形ととるべきであろう)。中国の小作農は,困苦と医療の欠乏のために,幼ないうちに死ぬ可能性が(西洋の賃金労働者と比べて)高い。(注:more likely than not」は「(5割を超える確率で)どちらかといえば多分」の意味)。仮に生き残ったとしても,兵隊あるいは盗賊(bandit)になるとか,あるいはどこかの大きな町に移住する危険を犯すとかいった覚悟(心の準備)がなければ,生計の手段についての選択権はまったくもっていない(If = Even if)。慣習は,結婚について(も),彼(中国の小作農)から最小限の自由の他は全て奪いとる。余暇(時間)は実際上まったくなく,仮にあったにしても,その余暇にやる楽しいこと(娯楽)はまったくない。彼は常に生存すれすれ(かつかつ)で生活しており,飢饉の時には自分の家族の大半は飢えのために死にがちである。このように男にとって生活が厳しいので,妻や娘にとってはずっと厳しい。英国においては,失業者中の最も困窮した者でも,中国の平均的な小農民の生活と比べれば,ほとんど天国に近い生活を送っている。

So far, the effect of the organizations characteristic of civilized societies is to increase a man’s liberty as compared with (say) a peasant in a comparatively undeveloped community. Consider the life of a Chinese peasant, as compared with that of an Occidental wage-earner. As a child, it is true, he does not have to go to school, but from a very early age he has to work. He is more likely than not to die in early childhood, from hardship and lack of medical care. If he survives, he has no choice as to his means of livelihood, unless he is prepared to become a soldier or a bandit, or to run the risk of migrating to some large town. Custom deprives him of all but a minlmum of freedom as to marriage. Of leisure he has practically none, and if he had it there would be nothing very pleasant to do with it. He lives always on the margin of subsistence, and in times of famine a large part of his family is likely to die of hunger. And hard as life is for the man, it is far harder for the wife and daughters. Even the most depressed of the unemployed, in England, have a life which is almost a paradise in comparison with that of the average Chinese peasant.
