 しかし,全ての政党において組織化の程度(density 密度)は非常に増してきたけれども,その程度は,民主主義政党の間においては,共産主義者やファシスト(全体主義者)やナチスの間においてよりは,いまだはるかに小さい(注:あくまでも1938年の時点)。これらの3つ(共産主義者,全体主義者及びナチス)は,歴史的に言っても心理的に言っても,政党から発展したものではなく,秘密結社から発展したものである。独裁政権下では,何らかの急進的変革を目ざす者は,秘密厳守(secrecy)に駆り立てられ(driven to),また,彼らが結社をつくる時には裏切りの恐れから非常に厳格な規律(の実施/支配)へと導かれる。スパイに対する防衛手段という意味から,ある種の生活様式(way of life 生き方)を要求する(生活様式が必要となる)ことは自然である。リスク(の存在),秘密(厳守),現在の困苦(状態),未来における勝利の希望といったものが,準宗教的な高揚感を生み出し,この種の気分にすぐなる人を引きつける(のである)。それゆえに,革命的な(=革命をめざす)秘密社会/秘密団体(revolutionary secret society )の内部では,たとえその目ざすところが無政府主義であろうと,非常に厳しい専制政治及び,通常政治活動と考えられているものの域をはるかに超えて広がる監視(活動)が行われがちである。ナポレオン没落後のイタリアは秘密社会/秘密結社/秘密団体(secret societies)であふれかえり,あるものは革命理論によって,また,他の者は犯罪行為によって,秘密結社に惹きつけられた(のである)。これと同じことがテロリズムの発生とともにロシアにも起こった。ロシアの共産主義者もイタリアのファシスト(全体主義者)も,両方とも秘密結社/秘密団体の精神態度が深く染みこんでおり,ナチスは両者の上に模られ(モデルにして作りあげられ),ナチスの数名の指導者たちは政権を掌握すると,かつて自分たちの政党を支配していたときと同じ精神で国家を支配した。そして(この支配精神と)相関的な屈従の精神が,彼らに従う世界中の人々に対して要求されるのである。

Chapter XI: The Biology of Organizations, n.18 But although the density of organization in all political parties has greatly increased, it is still immeasurably less, in democratic parties, than among Communists, Fascists, and Nazis. These latter are a development, historically and psychologically, not of the political party, but of the secret society. Under an autocratic government, men who aim at any radical change are driven to secrecy, and, when they combine, fear of treachery leads to a very strict discipline. It is natural to demand a certain way of life, as a safeguard against spies. The risk, the secrecy, the present suffering, and the hope of future triumph, produce a quasi-religious exaltation, and attract those to whom this mood comes easily. Hence within a revolutionary secret society, even if its aim is anarchism, there is likely to be a very severe despotism, and a supervision extending far beyond what would usually be considered political activity. Italy after the fall of Napoleon became filled with secret societies, to which some were attracted by revolutionary theory and others by criminal practice. The same thing happened in Russia with the rise of terrorism. Both Russian communists and Italian Fascists were deeply impregnated with the mentality of the secret society, and the Nazis were modelled on them. when their several leaders acquired the government, they ruled the State in the same spirit in which they had formerly ruled their parties. And the correlative spirit of submission is demanded of their followers throughout the world.
