 異なってはいるが両立しないということはない(両立の可能性のある)目的をもった二つの組織体が,合体(coalesce 融合)して一つになる場合,その結果(できあがる組織体)は,合体以前のどちらか一つの場合よりも,また両者を(融合させず単純に)一緒にした場合よりも,ずっと強力なものとなる。第一次大戦以前,グレイト・ノーザン(鉄道)はロンドンからヨークまで運行しており,ノース・イースタン(鉄道)はヨークからニュー・カースルまで運行しており,ノース・ブリティッシュ(鉄道)はニュー・カースルからエジンバラまで運行していた。現在では L.N.E.R.(ロンドン・アンド・ノース・イースタン鉄道)が全行程を運行しており,明らかにこれらの3つの会社を(そのまま)一緒にした以上のカをもっている(注:みすず書房版の東宮訳では,全て航空会社名として訳出されている。3つの航空会社がこんなに短い距離を飛んでいたことなどありえないと常識を働かせて気づくべきであった)。同様に,もし製鉄関連業全体が,選鉱(鉱石の抽出)から造船に至るまで,一つの法人の統制を受けることになれば,有利である。それゆえ,合併の傾向は自然に存在している。また,このことはただ経済分野において真実ということではない。このプロセス(過程)の論理的な結果は,最も強力な組織体-通例は国家-が他の全ての組織体を吸収するのに有利である。これと同じ傾向は,もし異なる諸国家がその国家目的が両立しえないものでない限り,やがては、一つの世界国家の創設へと導くであろう(注:EUのように国家連合が大きくなり、やがては「世界連邦政府」が誕生するであろうとの見通し/東宮氏は不注意にも「両立しえないものであるかぎり・・・一つの世界国家を生む・・・」と誤訳している)。諸国家の目的が,富、健康、知性、あるいは、市民の幸福(福祉)(の実現)にあるならば,相互の目的が両立しないということはまったくないであろう。しかし、これらの目的は -単独でも,集めて一緒でも- 国力(の増強)よりも重要度は少ないと(諸国家の為政者あるいは国民によって)考えられるので,相異なる国家の目的は衝突し,(国家の)融合によってこれを促進することはできない(注:国家目的が異なり、共通の目的がなければ世界国家の創設は無理ということ)。その結果,世界国家(の実現)は,もし実現するとしたら,どこかの一つの民族国家による世界征服を通してのみ,あるいは,最初に社会主義が,次に共産主義がそれらの初期の時代(草創期)にそうであると思われたような,国家主義を超える何らかの信条が世界中で広く採用されることを通してのみ、予想される(expected ×期待される)。  国家主義(ナショナリズム)に起因する国家の成長に対する制限は,政党政治と宗教の両方において見られる(発展に対する)制限の最も重要な例である。私は,本章において,組織体を,組織体の目的から独立した(影響を受けない)一つの生命体として扱うように努めてきた。ある点まではそれは可能だと留意することは重要だと考える。しかし、もちろん,それが可能なのはある点までのみである。その限界点を越えれば,その組織体が訴えかける強い感情(passion 情熱)について考慮する必要がある。

Chapter XI: The Biology of Organizations, n.20 When two organizations with different but not incompatible objects coalesce, the result is something more powerful than either previous one, or even both together. Before the War, the Great Northern went from London to York, the North Eastern from york to Newcastle, and the North British from Newcastle to Edinburgh; now the L.N.E.R. goes all the way, and is obviously stronger than the three older Companies put together. Similarly there is an advantage if the whole steel industry, from the extraction of the ore to ship-building, is controlled by one corporation. Hence there is a natural tendency to combination; and this is true not only in the economic sphere. The logical outcome of this process is for the most powerful organization, usually the state, to absorb all others. The same tendency would lead in time to the creation of one World-State, if the purposes of different States were not incompatible. If the purpose of States were the wealth, health, intelligence, or happiness of their citizens, there would be no incompatibility; but since these, singly and collectively, are thought less important than national power, the purposes of different States conflict, and cannot be furthered by amalgamation. Consequently a World-State is only to be expected, if at all, through the conquest of the world by some one national State, or through the universal adoption of some creed transcending nationalism, such as first socialism, and then communism seemed to be in their early days. The limitation to the growth of States owing to nationalism is the most important example of a limitation which may be seen also in party politics and in religion. I have been endeavouring, in this chapter, to treat organizations as having a life independent of their purpose. I think it important to note that, up to a point, this is possible; but of course it is only up to a point that it is possible. Beyond that point, it is necessary to consider the passion to which the organization appeals.
