第18章 権力を手懐けること, n.18

 右(上記)の一節に記述されている無力な個人(小株主)は無産階級(プロレタリアート)ではなく資本家だということは,注目すべきことである。彼ら(少株主)は,運が良ければ自分たちに一定の収入をもたらすかも知れない法的権利を持っているという意味で,当該法人(企業)を部分的に所有している。しかし,彼らは(当該企業に対する)支配権を持っていないために,その収入は不確かなものになる。私は1896年に初めて訪米したが,その時私は,破産した鉄道が余りにも多いことに驚かされた。(関係者に)聞いた結果,破産した鉄道会社の多さは,企業の役員たち(取締役連中)の側の無能力のせいではなく,彼らのスキル(skill 技能)のせいだということに気づいた。(即ち)一般株主(普通株主)の投資は,あれこれの工夫によって(by one device or another),役員たち(取締役連中)が大きな利害を持っている別の会社に移されていたのである(注:お金=資本の横流し)。これは荒っぽいやり方であり,今日ではいろいろな事がもっと上品なやり方(decorous fashion)で処理されているが,しかし,原理原則は依然として変っていない。いずれの大規模な法人(大企業)においても,権力は必然的に所有権ほど広くゆきわたっておらず(注:所有権を持っている者がみな権力や権限を持っているわけではないということ),権力は,所有権とともに - 最初は政治的な利点(強み)であるが - 不確定の富の源泉にすることのできる利点(強み)を持っている(注:株は上がって利益になるかも知れないし,下がって損をするかも知れない)。謙虚な投資家は,丁重にしかも合法的に,強奪されることがありうる。(注:ぼんやりしてたら財産を失う。)唯一の制限は,投資家は,自分の将来の貯蓄を靴下の中にしまいこまなければいけないほと厳しい経験(ひどい目)にあわされてはならない,ということである。(注:生活ができないほどスッカンピンにしてはいけない)。

The helpless individuals described in the above passage are, it should be noted, not proletarians, but capitalists. They are part owners of the corporation concerned, in the sense that they have legal rights which may, with luck, bring them in a certain income; but owing to their lack of control, the income is very precarious. When I first visited the United States in 1896, I was struck by the enormous number of railways that were bankrupt ; on inquiry, I found that this was not due to incompetence on the part of the directors, but to skill: the investments of ordinary shareholders had been transferred, by one device or another, to other companies in which the directors had a large interest. This was a crude method, and nowadays matters are usually managed in a more decorous fashion, but the principle remains the same. In any large corporation, power is necessarily less diffused than ownership, and carries with it advantages which, though at first political, can be made sources of wealth to an indefinite extent. The humble investor can be politely and legally robbed; the only limit is that he must not have such bitter experiences as to lead him to keep his future savings in a stocking.
