【"state"：国際法が以下のように定義する「独立国家」のこと：「一定の領土を永続的に占領し、共通の法律、習俗によって１つの政治的団体に結合され、外国のいかなる団体からも圧迫されることなく、独立に組織された政府を通してその領域内の一切の人と物に対して独立の主権と統制を行い、平和、戦争を決定し、他の国と国際関係に入り得るもの」（ただし、米国のみは例外で、各州が state で国家としてのアメリカは a nation）。】
【"nation"；通常は、民族集団としての国家のことで、日本のように単一民族からなる国家もあれば米国のように多民族からなる国家もある。"nation"は culture によって作られた「共同体」のことで、"the gypsy nation"のように、国家を形成しない場合もある。】
