国や公共機関であろうと民間企業であろうと、組織の最高位あるいはそれに準ずる人たちは非常に強大な権力や権限を持っています。民主主義国においても、大組織のなかの権力者は法律を犯すことなく不当な権力や権限を行使をすることが可能です。彼等は、自分達に従順でなかったり気に入らない者を昇進ルートからはずし、暇で権限のない部署に追いやることは容易です。しかし、多くの被雇用者はそのことをよく理解しており、組織や組織の実力者に対し大部分の一般社員は従順であり、「出る杭は打たれる」ということで、できるだけ無難な行動をする習慣を身に着けていきます。
無駄な（と言って悪ければ、「成功しなかった」 ）抵抗の犠牲者としては、たとえば、斉藤兵庫県知事によって左遷された人、東芝の不正会計を内部告発して冷遇された社員、自衛隊の南スーダン日報問題を公にしたことで職を追われた元防衛省職員などが挙げられます。

Whether in government institutions or private corporations, those at the top of the organizational hierarchy, or close to it, hold tremendous power and authority. Even in democratic countries, powerful figures within large organizations can exercise unfair power and influence without breaking any laws. It is easy for them to remove those who are not obedient or whom they simply dislike from the path to promotion, and to reassign them to idle, powerless departments.
However, many employees are well aware of this reality. As a result, most ordinary workers tend to be obedient to their organizations and the people who wield real power within them. Following the logic of "the nail that sticks out gets hammered down," they gradually develop a habit of taking the safest and least controversial course of action.
Examples of those who became victims of futile (or, if that sounds too harsh, "unsuccessful") resistance include: the person demoted by Governor Saito of Hyogo Prefecture, the employee at Toshiba who was sidelined after blowing the whistle on accounting fraud, and the former Ministry of Defense official who lost his job after revealing the South Sudan daily reports from the Self-Defense Forces.
