第３巻第２章 国の内外で
パグウォッシュ運動の最もあきらかな成果は −パグウォッシュ運動が大きな影響を与えた− 平時における地上での核実験を禁止する部分的核実験禁止条約の締結であった。私個人としては、この部分的禁止は当時満足していなかったし、現在でも満足していない。この条約は、--そうであることを期待すべきかもしれないが--、私には、和らげるべきでない（鎮めるべきでない）良心（の呵責）と恐怖の鎮静剤であると思われる。同時にそれは、我々全人類が曝されている危険をほんの少し軽減するだけのものにすぎない。部分的核実験禁止条約は、私には、望まれる全面的核実験禁止の達成へ向けての助けになるどころか、かえって障害（物）になるもののように思われた。にもかかわらず、部分的核実験停止条約は、東側も西側もともに自分たちが達成したいと望むものを達成するために'協働'できるということを、また、パグウォッシュ運動は欲する時にまた欲する場所で影響力を発揮できるということを、示した。部分的核実験禁止条約は、どちらかというと、私たちがかなり長い年月にわたって、若干の疑念を抱きながら見守り続けてきた多くの軍縮会議の'善意'の正体を垣間見せたものであった。

v.3,chap.2: At home and abroad
The most obvious achievement of the Pugwash movement has been the conclusion, for which it was largely responsible, of the partial Testban Treaty which forbade nuclear tests above ground in peace time. I, personally, was not and am not happy about this partial ban. It seems to me to be, as I should expect it to be, a soother of consciences and fears that should not be soothed. At the same time, it is only a slight mitigation of the dangers to which we are all exposed. It seemed to me more likely to be a hindrance than a help towards obtaining the desired total ban. Nevertheless, it showed that East and West could work together to obtain what they wished to obtain and that the Pugwash movement could be effective when and where it desired to be. It was rather a give-away of the bona fides of the various 'Disarmament Conferences' whose doings we have watched with some scepticism for a good many years.
