国民の大多数が進んで困難を受け入れ，多くの国民が進んで死（の危険）を引き受けない限り，国家は現代戦において成功できない。このような意欲（積極性）を生みだすために，支配者（統治者）は被支配者に対して，この戦争は何か重要な事に関わるものであることを，実際には、この戦争は殉死に値するほど重要であることを、信じ込ませなければならない。
A nation cannot succeed in modern war unless most people are willing to suffer hardship and many people are willing to die. In order to produce this willingness, the rulers have to persuade their subjects that the war is about something important -so important, in fact, as to be worthy of martyrdom.

敗けるとわかっていて戦争に踏み切る国家はありません。勝利を確信した時に、あるいは勝利の可能性がかなりあると判断した時に、国家は戦争を始めます。もちろん、国家などという抽象的な存在が戦争を始めることはありえず、時の政府の指導者や政府の言うことを聞かない軍部が戦争に乗り出します。
しかし、その際、軍隊が弱かったり、兵士に闘う気持ちがなければ敗けてしまう可能性が高まります。そこで、多くの国家で、国民に「国を守る気概」をもたせるために、青少年に対して愛国心教育を施します。大人になってからでは遅いとの考えで、早いところでは小学校から愛国心教育を行うところもあります。たとえば、安倍政権の時、森友学園では幼稚園（塚本幼稚園）において愛国心教育が行われていたことはよく知られています。当時の総理夫人であった安倍明恵氏が、この学園が設立を目指していた小学校の名誉校長を努めていたこともあり、学園との関係が注目されました。そうした関係もあってか、籠池夫妻は、森友学園の用地を ―大量のゴミが埋まっているという前提のもと― 約８億円の値引きで取得することができました。
しかし、不幸なことに、安倍総理（当時）の国会での発言（「私や妻が用地買収にかかわっていたなら総理をやめる！」との発言）を受けて、財務省職員であった赤木俊夫さんが公文書改ざんを強いられたことを苦にして命を絶つという、痛ましい出来事が起きました。
No nation goes to war knowing it will be defeated. A nation initiates war when it is confident of victory, or at least judges that there is a strong possibility of winning. Of course, it is not the nation, an abstract entity, that actually starts a war; rather, it is the leaders of the government at the time, or in some cases, a military that acts independently of civilian control.
However, even if leaders believe they can win, a weak military or a lack of fighting spirit among soldiers increases the likelihood of defeat. For this reason, many nations implement patriotic education for their youth to instill in the population a sense of duty to defend the country. Believing that it is too late to cultivate patriotism once people reach adulthood, some countries begin such education as early as elementary school.
For example, during the Abe administration, it was widely known that Moritomo Gakuen conducted patriotic education at its affiliated kindergarten, Tsukamoto Kindergarten. Akie Abe, the wife of then-Prime Minister Shinzo Abe, served as honorary principal of the elementary school the institution was planning to establish, drawing public attention to the relationship between her and the school. Possibly due to this connection, Mr. and Mrs. Kagoike were able to purchase the land for Moritomo Gakuen at a discount of approximately 800 million yen, on the premise that a large amount of waste was buried on the site.
Tragically, however, following Prime Minister Abe’s statement in the National Diet?“If I or my wife were involved in the land deal, I would resign as Prime Minister”?a painful incident occurred: Mr. Toshio Akagi, a Finance Ministry official, took his own life after being forced to falsify official documents related to the case.
