　大部分の精神分析家は、罪悪感（guilt 法律上の罪）や罪の意識（sin 宗教上・道徳上の罪）を重要視しており、それら（罪悪感や罪の意識）の多くは生得的なものだと考えているようである。私はそれには同意できない。私は、若者の罪悪感（the sense of guilt）の心理的起源は、両親や権威者/権力者による罰や非承認を恐れることだと考えている。けれども、罰や非承認によって罪悪感を抱くのであれば、権威を尊重することが必要であり、単に恐れるだけであるはずはない。（即ち）恐怖心があるだけの場合、自然な反応は欺瞞や反抗への衝動である。

Most psycho-analysts make much of the sense of guilt or sin, which many of them seem to regard as innate. I cannot agree with them in this. I believe the psychological origin of the sense of guilt in the young to be fear of punishment or disapproval by parents or whoever is in authority. If a feeling of guilt is to result from punishment or disapproval, it is necessary, however, that authority should be respected, and not merely feared; where there is only fear, the natural reaction is an impulse to deceit or rebellion.

　ラッセルはここで、"the sense of guilt "（guilt 法律上の罪＝罪悪感）と "the sense of sin"（sin 宗教上・道徳上の罪＝罪の意識）を区別しています。「罪」というと日本人はぼんやりととらえて両者をあまり区別をつけないかも知れないですが、キリスト教国のような一神教の国では、何か悪いことをした場合には「宗教上の罪」を感じる人がけっこういるようです。それに対し、日本人は、悪いことを何かすれば「罪悪感」を感じても、「罪の意識」はほとんど感じないようです。だから、政治家など、「悪い奴ほどよく眠る」ことができます。
