 王(君主)は過誤を犯すことができないという理論(教義)は,王から権力を奪う武器として利用されてきたが,それは(臣下の)大臣達が,王がいない場合よりも,一層大きな権力をもつことを可能にしてきた(注:天皇の政治利用など)。伝統的な君主政体のあるところではどこでも,政府に対する反抗は王に対する攻撃であり,正統派(伝統主義者)の人々によって一つの罪でありかつ不敬であると見なされる。従って、王権はおおざっぱに言ってそれがどのようなものであれ現状維持に味方する力として働く。

 実権があるわけではないが、国民には実権(天皇の統帥権など)を持っているように思わせないと「君主(天皇も)の政治利用」はできない。また、どの国でも王(君主)を冒涜することは不敬罪の対象となる。
