【"govern"：「民主的に」統治する意。トランプ大統領は"governer"だが"ruler"とは言わない（実質的なルーラーかも知れないが・・・）。】
【"rule"：（国家元首としてあるいは独裁者として）専制的に統治する、あるいは最終的な採決を下すこと。スターリンは独裁者だったので"rule"が使われる】
