 我々の時代における迫害は、過去における迫害とは異なり、神学的なものであるよりもむしろ政治的かつ経済的なものである.と主張されるかも知れない(It may be urged that )。しかし、そのような言い訳(plea)は非歴史的(unhistorical 歴史にもとづいたものではない)であろう。(たとえば,歴史的見れば)贖宥状(注:indulgence しょくゆうじょう/ローマ・カトリック教会で、罪の償いを免除することを証した書類/いわゆる免罪符)の教義に対するルターの攻撃は、ローマ教皇に莫大な財政的損失を引き起こし、また,ヘンリー八世の(カトリック教会に対する)反抗は、ヘンリー三世時代以来,教皇が享受してきた大きな収入を奪った。(イングランド女王)エリザベス(1世)は、ローマン・カトリック教徒を迫害したのは、彼らがスコットランド女王メアリあるいはフィリップ二世を彼女(エリザベス1世)に代えようとしたからである。科学は、人間の心に対する教会の支配力を弱め(weakened the hold 〜 on)、遂には、多くの国において,多くの教会の財産の没収へと導いた。経済的動機や政治的動機は、常に迫害の理由であった。多分、主な原因でさえあったかもしれない。
 いかなる場合においても、意見を迫害することに反対する論拠は、迫害の口実が何であろうと、それには依存しない。(即ち)(意見に対する)迫害反対の論拠は,我々は皆全ての真理を知っていないということ、新しい真理の発見は自由な討論によって助長され、抑圧によって極めて困難にされるということ、及び、長い目で見れば人類の福祉は真理の発見によって増進され誤謬に基づく行為によって妨げられるということ、である。新しい真理は、しばしば既得の利益にとって不都合である(既得権者にとって不都合)。金曜に肉食をやめる必要はないというプロテスタントの教理(教義)は,エリザペス1世女王時代の魚屋(魚商人)によって烈しく反対された。しかし、新しい真理は自由に公表されるべきであるというのは、社会全体の利益である(訳注:金曜日がキリストの磔刑の忌日であったため、伝統的にカトリック教徒は金曜日に肉を食べなかった)

 そうして、最初は新しい理論(doctrine 学説、学問上の主義、教理、主義)が真理であるかどうか知ることができない以上、新しい真理に対する自由(新しい真理を求めての自由)には、誤謬(間違えること)に対する自由も等しく含まれている。これらの理論は −(既に)ありふれたものとなったが− 今日、ドイツ(注:ナチス政権化)やロシア(共産主義体制下)ではのろい(anathema)であり、その他の場所でももはや十分に認められていない。

It may be urged that persecution in our day, unlike that of the past, is political and economic rather than theological ; but such a plea would be unhistorical. Luther's attack on the doctrine of indulgences caused vast financial losses to the Pope, and Henry VIII’s revolt deprived him of a large revenue which he had enjoyed since the time of Henry III. Elizabeth persecuted Roman Catholics because they wanted to replace her by Mary Queen of Scots or by Philip II. Science weakened the hold of the Church on men's minds, and led ultimately to confiscation of much ecclesiastical property in many countries. Economic and political motives have always been a part cause of persecution, perhaps even the main cause.

In any case, the argument against the persecution of opinion does not depend upon what the excuse for persecution may be. The argument is that we none of us know all truth, that the discovery of new truth is promoted by free discussion and rendered very difficult by suppression, and that, in the long run, human welfare is increased by the discovery of truth and hindered by action based on error. New truth is often inconvenient to some vested interest ; the Protestant doctrine that it is not necessary to fast on Fridays was vehemently resisted by Elizabethan fishmongers. But it is in the interest of the community at large that new truth should be freely promulgated.

And since, at first, it cannot be known whether a new doctrine is true, freedom for new truth involves equal freedom for error. These doctrines, which had become commonplaces, are now anathema in Germany and Russia, and are no longer sufficiently recognized elsewhere.
