東西の緊張が続く限り、世界政府は全く不可能であるので、世界政府を考えることは不必要に（必要以上に）ユートピア的だと思われるかもしれない。・・・。人々は自分の心の習慣を変えることを好まず、特定の外国を憎むことは最も深く根付いている習慣の一つなので、この種の発言（人類の存続には世界政府が必要）は煩わしいものだと思われる。・・・しかし、この理不尽な衝動に抵抗できる人は誰でも、人類の生存は戦争の廃止にかかっており戦争は世界政府の樹立によってのみ廃止できることを認識しなければならない、と私は考える。
It may be thought needlessly Utopian to consider world government, since it remains totally impossible so long as the East-West tension continues. ... A statement of this sort is found annoying, because people do not like changing their mental habits, and hating certain foreign nations is one of the most deeply ingrained of these habits. . I think, however, that anybody who can resist this unreasoning impulse must perceive that the survival of the human race depends upon the abolition of war, and that war can only be abolished by the establishment of a world government.

世界政府（あるいは世界連邦政府）を樹立することによって個々の国家から交戦権を剥奪する（廃「藩」置「県」の世界版＝廃「国（国家主権）置「世界連邦政府あるいは世界政府」）以外戦争をなくすことはできないことはみんな知っていても、多くの人々が愛国心や排外主義的な心情のために、いつまでも戦争が続いています。ラッセルも皮肉をこめて次のようになげいています。（なお、世界連邦思想には左から右までいろいろなバージョンがあります。一部の考え方しか知らずに、「世界政府（世界連邦）」なんて！と一刀両断にする狭量な人達がけっこういます。）
「もちろん国家主権の一かけらでも譲渡するくらいならば、むしろ戦争のあらゆる災害と恐怖をあえて選びたいとする見解もある。この立場は理屈として考えられるとしても、私は誤りだと思う。しかし、戦争には反対だが、各政府が紛争に際して自己の立場の終局的判定者である現在の体制がよいという意見には、いかなる論理の見せかけすらないことは確実である。
もしも戦争が絶滅されるべきならば、それは圧倒的武力を備えた国際的な政府の樹立による以外には不可能であろう。そして、(現代にあっては、)戦争の絶滅なしには、文明は存続しえない。論理的推論力よりも愛国的感情の強い人にとって、これは苦しいジレンマだが、われわれがこの二者択一に知的に対処しないかぎり、それは事態の進展によって悲惨に立証されるだろう。」
