いかなる組織も、公言された目的がどれほど理想的なものであっても、公衆（大衆／国民）がその組織の指導者を監視統制する有効な手段を握っていなければ、暴政に堕落してしまう可能性がある。民主主義（制度）は、これまでに発見された、そのための唯一の手段である。しかし、その手段は現在政治の領域に限定されており（＝経済の領域は除外されており）、それが経済の領域にまで拡張されるまで、完全に効果的な手段にはならないであろう。
Any organization, however idealistic its professed aims, may degenerate into a tyranny unless the public firmly retains in its own hands some effective means of controlling leaders. Democracy is the only means so far discovered, but it will not be a completely effective means until it has been broadened and extended to economic regions from which as yet it is excluded.

＜寸言＞
権力が暴走しないように（国民が）監視統制する問題は、資本主義及び社会主義という体制の違いを越えた共通の課題であるはずです。政治の領域においては、資本主義国においては選挙において権力をチェックする機能がそこそこ働いています。しかし、経済の領域においては「自由競争」が重要であるということで、どうしてもチェックが甘くなりすぎます。一方、共産主義国や一部の社会主義国においては、国家が統制機能を持ちすぎており、物心両面において国民の自由を阻害しています。
両体制とも、敵対する体制の影の部分を強調し、自分達の体制の影の部分を過小評価しがちです。
