議会や政府の活動において、党の綱領を実施しようとするかどうかは，指導者達の決定に委ねられている。彼らが党の綱領を実施しないことを決意すれば，彼らの追従者は指導者の背信を投票で支持することが義務であり，一方，彼らは演説においては，背信など起こっていないと否定するのである。こういった制度こそ，指導者達に一兵卒の追従者達（注：役職についていない/ついたことのない国会議員や党員）が反抗することを挫き（挫折させ），法律を制定しないで改革を主唱する（改革を叫ぶ）権力を（指導者達に）与えてきているのである。
