科学は我々（人類）のいろいろな目的の達成を可能とするが，我々の目的が邪悪なものであれば，結果は災いとなる。もしも，世界が依然として悪意と憎悪に満ちているなら，世界が科学的になればなるほどますます恐ろしいものになる。それゆえ，こういう感情の毒々しさを減らすことが，人類の進歩の要件である。
Science enables us to realize our purposes, and if our purposes are evil, the result is disaster. If the world remains filled with malevolence and hate, the more scientific it becomes the more horrible it will be. To diminish the virulence of these passions is, therefore, an essential of human progress.

社会にとってよいことのためにだけ権力を行使するとよいが、権力者は権力をふるうこと自体に喜びを覚えるものが少なくなく、抵抗が大きければ大きいほど権力行使に喜びを感じやすい。
