 民主主義体制下における男女は、奴隷でも反逆者でもあってはならず、一市民、即ち、統治(政治)に対する態度(governmental mentality)を正当な割合だけその分だけ(自ら)持ちまた他の人々も持つことを認める(ような)人間でなくてはならない。民主主義が存在しない場合には,統治に対する態度は、従属者に対する支配者の態度になる。しかし,民主主義が存在する場合には、それは対等な協力の精神であり、自分自身の意見をある点までは主張するがそれ以上は主張しない,ということを意味する。
