かなりの人たちは自分たちの子供の幸福を望む（欲求する）。自国民の幸福を望む人も少なくはない。心から強く全人類の幸福を望む人もいくらかいる。こうした人々（全人類の幸福を望む人々）は，他の多くの人がこのような感情をまったく持っていないことを知り，また，このようなことが普遍的な福祉に対する障害をなしていることを知って，他の人々も自分たちと同様に感じてくれたらと願う。（そうして）このような願望は「幸福は善である」という言葉によって表現することができる。
A considerable percentage desire the happiness of their children; not a few desire the happiness of their nation; some, genuinely and strongly, desire the happiness of all mankind. These men, seeing that many others have no such feeling, and that this is an obstacle to universal felicity, wish that others felt as they do; this wish can be expressed in the words "happiness is good'.
