英国においては，王は過誤を犯すことができないという理論（教義）は，王から権力を奪う武器として利用されてきたが，それは（王の臣下である）大臣たちが，王がいない場合よりも，一そう大きな権力をもつことを可能にしてきた（注：日本における天皇の利用など）。伝統的な君主政体のあるところではどこでも，政府に対する反抗は王に対する攻撃（offence）であり，正統派（伝統主義者）の人々によって一つの罪でありかつ不敬であると見なされる。従って､王権は，おおざっぱに言って，それがどのようなものであれ，現状維持に味方する力として働く。
