権力衝動には二つの型がある。指導者においては衝動がはっきりとあらわれており，追従者にはこっそりとしか現れていない。人々が進んで指導者に従う時には，彼ら追従者はその指導者の支配している集団のカで権力を獲得しようと期待して従うのであり，指導者の勝利を自分たちの勝利と感ずるのである。大部分の人は，自分たちの属する集団を勝利に導いてゆくのに必要な能力があるとは感じていない。それゆえ，彼らは，覇権（支配権）を達成するのに必要な勇気と賢明さをもった大物（captain）を探し出すのである。
The Power impulse has two forms: explicit, in leaders; implicit, in their followers. When men willingly follow a leader, they do so with a view to the acquisition of power by the group which he commands, and they feel that his triumphs are theirs. Most men do not feel in themselves the competence required for leading their group to victory, and therefore seek out a captain who appears to possess the courage and sagacity necessary for the achievement of supremacy.
