A second factor, however, in the change which is coming over sexual morals, is liable to have more far-reaching effects. This is the increasing participation of the State in the maintenance and education of children. This factor, so far, affects mainly the wage-earning classes, but they, after all, are a majority of the population, and it is quite likely that the substitution of the State for the father, which is gradually taking place where they are concerned, will ultimately extend to the whole population.

歴史に必然はないにしても、生命尊重、福祉の充実、いろいろな面での格差解消の声の高まりとともに、国家による父親の機能の代替は大幅に進行していくと予想される。
格差の是正は是非やらなければならないことであるが、政府はそのことを悪用する恐れがあり、実際、安倍政権はそれを「活用」している。
