It is only contemporaries who can give scope for spontaneity in free competition and in equal co-operation. Self-respect without tyranny, consideration without slavishness, can be learnt best in dealing with equals.

Politicians act as if they are equals when dealing with those who hold more power than themselves, but approach those with less power with a sense of "consideration" or deference. For politicians, lying, deceit, and flattery seem to be among the first manners they must master.
