Deputy Governor Katayama, a subordinate of Hyogo Governor Motohiko Saito, was the boss of a certain Hyogo Prefectural People's Bureau Chief who committed suicide. Katayama and a certain Prefectural People's Bureau Chief used to be relatively close, but after Saito became Prefectural Governor, the relationship seems to have turned into a power-harassing one. Russell also states as follows.
