The most obvious achievement of the Pugwash movement has been the conclusion, for which it was largely responsible, of the partial Testban Treaty which forbade nuclear tests above ground in peace time. I, personally, was not and am not happy about this partial ban. It seems to me to be, as I should expect it to be, a soother of consciences and fears that should not be soothed. .
