It is obvious that predatory impulses inspired Napoleon and Hitler and still inspire Stalin. I am not sure whether the attitude of both Britain and America toward Iranian oil and Malayan rubber is free from a similar taint.. It is the existence of predatory impulses on one side that justifies fear on the other, and unless predatory impulses can be restrained, even the most desirable forms of international cooperation will remain impossible.

＜寸言＞
悪しき衝動や欲望や野望にも程度の差がありますが、ほとんどの場合、自分達のそういった悪しき感情や行動を相手（敵国）側の敵対的な行動や感情のせいにします。
そうして、敵対的な行動を最初にやったのは相手側だと決めつけ、お互いに反撃を加え、しだいにエスカレートしていきます。
「愛国無罪」を唱える人がそこそこいますが、そんなものは認められません。
サミュエル・ジョンソンは次のように言ってなげいています。
「Patriotism is the last refuge ot a scoundrel.（[愛国心はならず者の最後の逃げ場）」
