大部分の国民は，危機に際して，自分の属する階級よりも自分の属する国家により忠誠を感ずる。これは，必ずしも常にそうなるというわけではないが，1914年（第一次大戦）以来，今のところ，この点での変化の徴候はなく，1914年には，ほとんどすべての名目上の(名ばかりの)国際主義者達は愛国的かつ好戦的になった。従って，階級闘争は，依然として遠い将来の一つの可能性であり続けるけれども，現在のように国家主義的な戦争の危険が大きい間は，ほとんど（起こることを）予期することはできない。
Most people, at a crisis, feel more loyalty to their nation than to their class. This may not always be the case, but there is as yet no sign of any change since 1914, when almost all nominal internationalists became patriotic and bellicose. The class-war, therefore, though it remains a possibility of the distant future, is hardly to be expected while the danger of nationalist wars remain as great as it is at present.

自国に非があっても、いったん戦争が起これば、多くの国民が「愛国的」になってしまう。戦時において自国政府を非難すれば、よくて要注意人物、少し影響力を持っている人物の場合は刑務所行きになるのが普通。
