1815年から1848年（の革命勃発）まで、教会と国家は、ヨーロッパ大陸の全域にわたって、フランス市民革命の諸思想（いろいろな考え方）に，一緒になって（連合して）反対していた。検閲（制度）は、ドイツとオーストリアを通じて、苛酷かつ滑稽なものであった。ハイネは、このことを次のような言葉から成るある章の中でからかっている。
「ドイツの検閲官は・・・・・・・・・・・・
・・・・・・・・・・・・・・・・・・愚か者」
From 1815 to 1848, Church and State, over the whole of the Continent, were united in opposing the ideas of the French Revolution. The censorship, throughout Germany and Austria, was at once severe and ridiculous. Heine made fun of it in a chapter consisting of the following words :
"The German Censors .... ............................................ idiots .."
