組織が大きくなればなるほど，行政官の権力はそれだけ大きなものになる。このようにして，組織体の規模が増すごとに権力の不平等は増し，それと同時に，通常の成員の自主性（自立性）は減少し，政府のイニシアティブ(主導権)の範囲が拡大する。平均的な人間が（組織に）服従するのは，単独でするよりもずっと多くのことが協力によって為しとげられるからである。異常に権力を愛する者がこうした組織（体）を喜ぶのは，組織によって彼に好機が与えられるからである。
The larger the organization, the greater the power of the executive. Thus every increase in the size of organizations increases inequalities of power by simultaneously diminishing the independence of ordinary members and enlarging the scope of the initiative of the government. The average man submits because much more can be achieved co-operatively than singly; the exceptionally power-loving man rejoices, since it provides his opportunity.
