Equal co-operation is much more difficult than despotism, and much less in line with instinct. When men attempt equal co-operation, it is natural for each to strive for complete mastery, since the submissive impulses are not brought into play. It is almost necessary that all the parties concerned should acknowledge a common loyalty to something outside all of them. ... 原始的な社会と違って、多数の人間からなる社会の場合は、どうしてもまとめる人や指導する人と従う人との違いは出てこざるを得ない。もちろん、従う場合には従う十分かつ客観的な理由が必要である。そのためには被支配層の人たちの考えていることや気持ちを理解したり推し量る能力が必要となる。 しかし、このことは多くの人は理解しているが、自国にはそれを適用できるのに他国（外国）には適用できない人が少なからず存在している。、
