 人間の果てしない欲望(欲求)のなかで,最も主要なものは,権力と光栄に対する欲望(欲求)である。このふたつ(権力欲と光栄欲)は,密接な関係があるが,決して同一(まったく同等のもの)ではない。総理大臣(の場合)は,光栄よりも権力のほうをより多く持っているが,王(の場合)は,権力よりも光栄のほうをより多く持っている。けれども,一般的に言って,光栄(栄誉)を得る最短の近道は,権力を得ることである。このことは,特に公的な出来事との関係で活動している人(公権力を行使する人々)の場合,特にそうである(当たっている)。
