A weak country will not seriously wage war against a superpower. Even major powers are reserved toward superpowers (or powerful nations). The U.S. is not conducting nuclear tests on the ground now because it has conducted so many nuclear tests in the past and has a variety of data. However, it continues to conduct subcritical nuclear tests. Isn't it “unfair” not to condemn (or make an issue of) subcritical nuclear tests?
