Moreover -- and this is a much more important matter -- the Law is almost powerless when it is not supported by public sentiment, as might be seen in the United States during prohibition, or in Ireland in the '80's, when moonlighters had the sympathy of a majority of the population. Law, therefore, as an effective force, depends upon opinion and sentiment even more than upon the powers of the police. The degree of feeling in favour of Law is one of the most important characteristics of a community.
