In the United States, the federal government has gained at the expense of the States ever since the Constitution was first enacted. The same tendency existed in Germany from 1871 to 1918. Even a federal government of the world, if it found itself involved in a civil war on the question of secession, as might well happen, would, if victorious, be immeasurably strengthened as against the various national governments. Thus the efficacy of federation, as a method, has very definite limits ; but within these limits it is desirable and important.
