
Among human beings the co-operation of the father is a great biological advantage to the offspring, especially in unsettled times and among turbulent populations, but with the grow of modern civilisation the role of the father is being increasingly taken over by the State, and there is reason to think that a father may cease before long to be biologically advantageous, at any rate in the wage-earning class. If this should occur, we must expect a complete breakdown of traditional morality, since there will no longer be any reason why a mother should wish the paternity of her child to be indubitable.

As civilization advances, economic prosperity increases, and awareness of human rights grows, more and more people become inclined to help those who are less fortunate. While there are still quite a few countries facing serious economic or political hardships, many nations are generally becoming more affluent, and along with that, social welfare systems are also becoming more robust. In particular, support for underage children in economically difficult situations is being strengthened, and both governments and societies are increasingly taking active roles in providing such assistance. Ultimately, we can imagine a future in which those in need receive comprehensive support from birth to death from the state or society. If that were to happen, as Russell suggests, we may expect “there will no longer be any reason why a mother should wish the paternity of her child to be indubitable.” Some may find such a world hard to accept, but perhaps people raised in such an era would have fundamentally different attitudes, and would not even see it as unfortunate.
