There are a significant number of poor countries in the developing world, despite being rich in natural resources. In many of these countries and regions, much land and natural resources are bought cheaply and economically exploited by foreign capital. If, as Russell says, both developing and developed countries have ‘sensitivity’, ‘intelligence’ and ‘courage’, then the number of impoverished countries and regions will disappear.
