The important form of economic power, in international relations, is now the possession of raw materials and food; and the most important raw materials are those required in war. Thus military and economic power have become scarcely distinguishable. Take oil, for example: a country cannot fight without oil, and cannot own oil fields unless it is able to fight. Either condition may fail : the oil of Persia was useless to the Persians because they had no adequate armies, and the armed forces of Germany will be useless to the Germans unless they can obtain oil. A similar state of affairs exists in regard to food: a powerful war-machine requires an immense diversion of national energies from food production, and therefore depends upon military control of large fertile areas
