There is also the danger that the police may be used by the holders of power to prevent or obstruct movements in favour of desirable reforms. That this should happen to some extent, seems almost inevitable. It is a part of the fundamental difficulty that the measures which are necessary to prevent anarchy are such as make it more difficult to change the status quo when it ought to be changed.
