That doctrine is that right conduct can never, except by some rare accident, be promoted by ignorance or hindered by knowledge. ... It covers a large part of Governmental activity in concealing facts-for example, the desire which every Government feels to prevent all mention of a defeat in war, for the knowledge of a defeat may lead to the downfall of the Government, which, though usually in the national interest, is, of course, not in the interest of the Government.
