Towards the end of the academic year 1939-1940, I was invited to become
a professor at the College of the City of New York. The matter appeared
 to be settled, and I wrote to the President of the University of 
California to resign my post there. Half an hour after he received my 
letter, I learned that the appointment in New York was not definitive 
and I called upon the President to withdraw my resignation, but he told
 me it was too late.

On my way home to England my plane stopped at Singapore and Karachi and
 Bombay and other places. Though I was not permitted to visit any of 
these places, beyond their airports, as the plane did not stop long 
enough, I was called upon to make radio speeches. Later, I saw from a
 cutting from The Sydney Morning Herald for August 26th, an account of
 my speech at Singapore. It reported my saying: 'I think that Britain 
should withdraw gracefully from Asia, as she did in India, and not wait
 to be driven out in the event of a war.

　　（Human Society in Ethics and Politics, 1954）

　　第８章：倫理学上の論争 n.3

　手段（方法）に関する論争は 倫理的な問題を提起するものではない。しか
し、ー解決可能なものであるならばー 純粋に科学的な根拠に基づいて決定さ
れるべきである。奴隷制度が論争の的だった時代、反対派は奴隷制度が無駄の
多い生産方法であると主張し、擁護派はそれを否定した。実際、心からの反対
派は、奴隷制に無駄は多くないと証明されたとしても、奴隷制に好意的になる
ことはなかっただろうし、心からの擁護派は、無駄が多い方式だと証明された
としても、奴隷制に反対することはなかっただろう。双方の主張は、態度を決
めていない一般大衆に向けられたものだったのであり、綿製品が安いことを望
むが、南部の農園での奴隷労働やランカシャーの工場での児童労働にはほとん
ど関心がなかったのである。事実の問題が決定的な人々にとって、奴隷制度や
児童労働は倫理的な問題ではなかった。手段に関する論争は倫理的な論争では
ないという認識は、人々が同意しない実際的な問題の大部分を倫理の領域から
取り除くことになる。	

A dispute as to means is one which raises no ethical issue, but is to
be decided, if it can be decided at all, on purely scientific grounds.
 In the days when slavery was a controversial issue, its opponents 
argued that it was a wasteful method of production, while its advocates
 denied this. In fact its wholehearted opponents would not have become
 favourable to it if it had been shown to be not wasteful, and its 
whole-hearted advocates would not have turned against it if it had been
 shown to be wasteful. The argument on each side was addressed to the 
undecided general public, which wanted cotton goods to be cheap, but 
cared little about slave labour on Southern plantations or child labour
 in Lancashire factories. For those to whom the issue of fact was 
decisive, slavery and child labour were not ethical questions.
The realization that disputes as to means are not ethical disputes 
removes from the sphere of ethics a very large part of the practical 
questions as to which men disagree.

共通の敵に対する憎悪も結束の絆となる。なぜなら、私達は自分達が憎むもの
を憎む人々を愛する傾向があるからである。このような集合体（複合体）が成
功すれば、やがて共通の栄光を祝うようになる。（一方で）外部から脅威にさ
らされる場合には、共通の恐怖を抱くことで結束することになる。
Hatred of common enemies is a bond, since there is a tendency to love
 those who hate what we hate. If such a conglomeration is successful,
 it comes in time to celebrate common glories. If it is in danger from
 without, it becomes united by having the same fears.

＜寸言＞
　中国に共産主義政権が誕生する以前は、日中関係は良好でした。古代から中
世まで、日本は中国から多くのことを学びました。しかし、近代になり、進ん
だヨーロッパに学ぶべきだということになり、日本は中国は近代化が遅れた後
進国として蔑視するようになりました。
　安倍総理（当時）は、「自由で開かれたインド太平洋」とか、「力による現
状変更は認めない」というキャッチフレーズのもとに、アメリカとともに「中
国封じ込め」とでもいってよい政策を掲げました。
　皮肉なことに、トランプはアメリカの強大な軍事力と経済力を背景に「力に
よる現状変更」を行おうとしています。そうして現在の石破政権は、「自由で
開かれたインド太平洋」を引き続き主張しつつも、トランプに遠慮してか、
「力による現状変更は認めない」という言葉はほとんど言わなくなりました。
与野党の勢力が逆転している日本の政治の現状においてはそんなことは口が裂
けても言えないでしょうが・・・。

Before the establishment of the communist regime in China, Japan-China
 relations were amicable. From ancient times to the medieval period, 
Japan learned many things from China. However, in the modern era, Japan
 decided that it should learn from the advanced nations of Europe and 
began to look down on China as an underdeveloped country that lagged in
 modernization.
During his tenure, Prime Minister Abe advocated policies that could be
 described as a "containment of China," under slogans such as "a free 
and open Indo-Pacific" and "no tolerance for changes to the status quo
 by force," in cooperation with the United States.
Ironically, Trump, leveraging America’s overwhelming military and 
economic power, is attempting to implement changes to the status quo by
force. As a result, the current Ishiba administration, while continuing
 to assert the principle of "a free and open Indo-Pacific," has nearly
ceased to mention "no tolerance for changes to the status quo by 
force," perhaps out of deference to Trump. Given the current state of
 Japanese politics, where the opposition has overtaken the ruling party
 in strength, it is unthinkable for anyone to openly voice such criticisms.

 編集後記　フジTV（株）存亡の危機

　フジTV（株）は今や存亡の危機にあります。フジTVは長い間「楽しくなけれ
ばテレビじゃない」というキャッチフレーズを使ってきましたが、フジTVにと
っても、視聴者にとっても、現在、「楽しくない」状況にあります。

　フジTVの報道は政府寄り、財界寄りなので余り信用していません。しかし、
娯楽番組は右寄りや左寄りということは通常ありません。私が普段見るのは
NHK が一番多く、次にTBSや東京TVですが、フジTVにもそこそこ「楽しく」
「面白い」番組があります。ただし、バカ騒ぎをする番組がけっこうあり、
そういったものは人気があっても見ません。「フジテレビのテレビ番組ランキ
ング」のトップ20のなかに私が普段見ているものが少ないのはその現れです。

　中居正広の性加害問題へのフジTV（の経営陣及びバラエティ番組編成担当者
等）の対応が良くなかったために視聴者の信頼を失い、それを受けて広告を提
供しているスポンサー企業がどんどん広告の提供中止に踏み切っています。

　今年の３月末までは契約の関係で広告収入ははいってきます。しかし、番組
改編が行われる４月以降は広告収入が激減することが予想されます。そうなれ
ば社員を大幅に首を切らざるを得なくなります。４月からのスポンサー企業の
確保は遅くとも３月中旬には決まっていないといけないでしょうから、時間は
余り残されていません。

　放送局はたくさんあるので、フジTVの社員がTV各局に移籍できれば、フジTV
は倒産しても私としては余り気になりません。もちろん、フジの利害関係者に
とっては一大事でしょうが・・・。（松下）

Fuji TV Co., Ltd. is now facing an existential crisis. For many years,
Fuji TV has used the catchphrase, “If it’s not fun, it’s not TV,”
but currently, the situation is “not fun” for either Fuji TV or its
viewers.

I don’t trust Fuji TV’s reporting much because it leans toward the 
government and corporate circles. However, their entertainment programs
are generally neither right-leaning nor left-leaning. I mostly watch 
NHK, followed by TBS and Tokyo TV, but Fuji TV also offers some programs
that are “fun” and “entertaining.” That said, they have quite a 
few shows filled with over-the-top antics, which I don’t watch, even if
they are popular. The fact that few of the shows I typically watch are
in the top 20 of the “Fuji TV Program Rankings” reflects this.

Fuji TV (specifically its management and those in charge of variety 
program planning) has handled the sexual misconduct allegations against
Masahiro Nakai poorly, causing them to lose the trust of viewers. 
In response, sponsoring companies have been rapidly withdrawing their 
advertisements.

Until the end of March this year, advertising revenue will continue to
flow due to existing contracts. However, it is expected that 
advertising revenue will plummet after the programming revisions in
April. If that happens, Fuji TV will have no choice but to lay off a
significant number of employees. Securing sponsors for programming 
starting in April must be finalized by mid-March at the latest, meaning
there isn’t much time left.

There are many broadcasting stations, so if Fuji TV employees can 
transfer to other stations, I wouldn’t be particularly concerned even 
if Fuji TV went bankrupt. Of course, it would be a major issue for Fuji
TV’s stakeholders, but...
