国家礼賛＝少数支配者礼賛
哲学者や政治家のなかには,国家は単に市民の福祉の手段としてばかりではなく,それ自体として優れた点をもち得ると考える人たちがいます。私は,この見解に同意する理由をみつけることができません。「国家」というのは抽象的なものです。国家は喜びも痛みも感じません。国家は希望も恐怖も持っていません。また,我々が国家の目的と考えているものは,実際は,国家を指揮する個人の目的です。抽象的にではなく,具体的にもの（国家）を考えるとき,「国家」の代わりに,大部分の人間以上に権力をもっている,ある一定の人々をわれわれは発見します。そうして,国家礼讃は,実際は少数支配者（支配階級）の礼讃であるということが明らかになります。そのような根本的に不正な説を我慢できる民主主義者はありません。（出典： ラッセル『権威と個人』第６章「個人と社会倫理」）There are some among philosophers and statesmen who think that the State can have an excellence of its own, and not merely as a means to the welfare of the citizens. I cannot see any reason to agree with this view. "The State" is an abstraction; it does not feel pleasure or pain, it has no hopes or fears, and what we think of as its purposes are really the purposes of individuals who direct it. When we think concretely, not abstractly, we find, in place of "the State," certain people who have more power than falls to the share of most men. And so glorification of "the State" turns out to be, in fact, glorification of a governing minority. No democrat can tolerate such a fundamentally unjust theory.
