　枝兵器が大規模に使用されると、交戦国だけでなく中立国も(風向きしだいでは)死の灰に見舞われる。 通常の戦争と全く違う結果を招くから、 核兵器戦争における交戦国と中立国との差は少ない。そこに、勃発前の開戦阻止のため、中立国が国際的連帯の下で強力に発言する場をもち、運動を展開する根拠がある。たとえ各国に自国の政治様式を選ぶ権利があっても、中立国を巻き込み、中立国の幾百万、幾千万の人間を全滅させる権利が交戦国に与えられるはずはない。・・・。

　クレムリンとワシントンの邪悪さと狂信とに対し、あらゆる発想と工夫とで軍拡なしの国際連帯上の自己防衛を拡充すべきである。その際、単なる非難でなく、一貫して主張すべきは、原水爆の前に米ソは共通の利害をもつ事実を悟らせ、両者いずれに対しても、不戦・不敗の 目標から離れない姿勢をとるべきだ。そして不信・猜疑心・憎悪が招く共通の破滅、共通の敵である「核兵器」 全廃の実現に努力する外ない。中立国の役割・意義・存在価値は、開戦ボタンが押される前にこそ在る。押されてからは中立国の存在も役割も、事実上、地上から消え去る。
