戦争が現代科学技術に依存する程度は昔より大きくなっているから、戦争の勝利における知的要素と知的自由との占める割合は増大する。知的自由は社会進歩にだけでなく、職務にも不可欠となる。
知的自由のない世界は、結局、蟻塚の世界だ。
現代の戦争は核戦争となり、人類破滅の導火線となるから、知的自由を活用してこれを大転換する必要がある。

戦争は人間の最良の能力を引き出す上で必要だとか、人間の本性だとか説く人がいるが、誤りである。人間の闘争本能を、敗者に何ら重大な傷害を与えない価値ある競争へと科学研究の成果を活用して振り向け、衝動には衝動をもって誘導し、克服する習慣を形成するのに努めるのは、やる気にされなれば、達成可能である。
運動競技・登山・政治・文学その他の領域での創造を目指す競争を新興させたい。

There are those who say that war is necessary to bring out the best in men. I do not believe this. But I do think that there are forms of contest which are valuable. The valuable forms of contest are those that do no serious injury to the vanquished. Contests in athletics and politics, rivalries in art and literature, and controversies in intellectual matters are all to the good.)
