「・・・・日本政府は・・・文部大臣及び学長たちの学部や個々の教員に対する権限（power 権力）を強化し、マルクス主義を排除しようとしています。我が国の大学教員及び学生のほとんどはこの法案（訳注：各国立大学に学外者9名，教授代表3名および学長からなる管理委員会を組織し，これに学長，学部長，教職員の任免権をはじめ，財政運用等にかかわる一切の権限を与えようとする「大学管理法案」）に反対しています。第二次世界大戦前・・・我々日本人は大学における思想と研究の自由に対する統制を経験しました。・・・もしこの法案が国会に上程され，通過すれば、我々のうちの何人かは大学から追放されるかも知れません。・・・」

ラッセルからの返事（1963年1月16日付）

　拝復　岩松(繁俊)博士
　・・・大学でマルクス主義を教えることや論じることを違法化し(outlawing)、学部や（学部の）個々の教師に対する政治的統制を拡張する日本政府の法案のことを知り、嫌悪感を抱いています（be disgusted to 気分を害している）。私はこれを、日本における成熟した権威主義的な軍国主義の開始（onset 発症）の最も重大な兆候だと考えており、それに対して私自身抗議をしたいと思います。もしあなたがこの（私の）手紙を公表（公開）したいとお思いになるのでしたら、躊躇することなくそうしてください。さらに事態が進展したらお知らせください。そうして、もしあなたが示唆されているように、あなたご自身に対して何らかの報復（reprisal）がなされるようでしたら、私はこの問題を我が国（英国）を始め他の国々でも公にとりあげますのでご安心ください。（be assured 安心する）。・・・」

'... The government ... intends to strengthen the power of the Minister of Education and the presidents of universities over faculties and individual teachers, and to exclude Marxism. Most of our university teachers and students oppose the bill. Before the War. ... We Japanese experienced control over freedom of thought and study at university. ... Some of us may be exiled by the bill.'

Dear Dr Iwamatsu, (Jan. 16, 1963)<

... I am disgusted to learn of the Government's bill outlawing the teaching and discussion of Marxism in universities and extending political control over faculties and individual teachers.
I consider this a most grave indication of the onset of full-blown authoritarian militarism in Japan and I wish to make my own protest about it. If you care to make this letter publicly known please do not hesitate to do so.
Do inform me of further developments and if there is any reprisal against you, as you indicate, be assured that I shall raise the matter publicly in this country and elsewhere.
