If scientific breeding is to be carried out thoroughly, it will be necessary to set apart in each generation some two or three per cent of the males and some twenty-five per cent of the females for the purpose of propagation. ...Let us suppose, for the sake of argument, that it is adopted in Japan, and that at the end of three generations most Japanese men are as clever as Edison and as strong as a prize-fighter. If, meanwhile, the other nations of the world had continued to leave matters to nature, they would be quite unable to stand up against Japan in warfare. ... In such a system, blind devotion to the State would be very easy to instil in youth. Can anyone say that a development of this sort in the future is impossible?
