Four Conditions for a stable world	「科学的社会が安定するための条件」
My conclusion is that a scientific society can be stable given certain conditions.*1 The first of these is a single government of the whole world, possessing a monopoly of armed force and therefore able to enforce*2 peace. The second condition is a general diffusion*3 of prosperity, so that there is no occasion*4 for envy of one part*5 of the world by another. The third condition (which supposes*6 the second fulfilled*7) is a low birth rate everywhere, so that the population of the world becomes stationary*8, or nearly so. The fourth condition is the provision for*9 individual initiative both in work and play, and the greatest diffusion of power compatible with*10 maintaining the necessary political and economic framework*11. The world is a long way from realizing these conditions, and therefore we must expect vast upheavals*12 and appalling suffering before stability is attained. But, while upheavals and suffering have hitherto been the lot of man, we can now see, however dimly and uncertainly, a possible future culmination in which poverty and war will have been overcome, and fear, where it survives, will have become pathological. The road, I fear, is long, but that is no reason for losing sight of the ultimate hope.	【ヒント】 　科学的社会が安定性を得る条件が四つあげられている。そのうちの一つの中に（権）力の最大の分散ということがあるが,これは無制限に分散してよいというのか。社会の安定はやすやすと達成されるであろうか。 【語句】 *1 given certain conditions の given は前にもしぱしぱ出た用法。簡単に言えばunder certain conditions となり,節にすれば if certain conditions are accepted などとなるだろう。 *2 enforce = compel by force. *3 genera1 diffusion 「一般に広く分散すること」 *4 o㏄asion = reason, ground 「理由」「根拠」 *5 envy of one part の of は objective の用法。 *6 suppose 「必要条件として,まず認める」 つまり, presuppose の意味。 *7 fulfilled 「充たされた」　これは the second を修飾するもの。 *8 stationary = fixed, not changing in size. これと stationery(文房具)と混同しないこと。 *9 provision for 「～を用意すること」 動詞とすれば provide for で,「～を供給する」となる。その名詞形である。 *10 comparatible with 「～と両立する」「～と相容れる」 この用例: Accuracy is not always comparative with haste(正確と迅速はいつも両立するわけではない) *11 framework 「枠」「体制」 *12 upheaval 「激変」「動乱」
【邦訳】 　私の結論は,ある条件があれば科学的社会は安定しうるということである。 　その第一の条件は,軍隊を独占していて,従って平和を強制することの出来る,世界の単一政府である。 　第二の条件は繁栄の広汎な分散で,世界の一部を他の一部が羨望する根拠がないようにすることである。 　第三の条件は(これは第二が充たされたことを前提として)世界全般に低い出産率を保ち,世界人口を静止状態か,ほぼそれに近い状態にならしめることである。 　第四の条件は仕事においても遊戯(娯楽)においても個人の自発率先(誤植？→個人のイニシアティブ)を考慮し,必要な政治的経済的体制を維持することと両立する限り,(権)力を最も広汎に分散する(→ 権力を最大限分散させる)ということである。 　世界はこれらの条件を実現するにはほど遠い,それ故に,安定が達成されるまでには大規模な変動と激しい苦悩とを予期せねばならない。しかし,激動と苦悩はこれまでは人間の宿命であったけれども,われわれは,おぼろげながらもあり得べき未来の頂点を今や見ることが出来,その頂点においては貧困と戦争は征服されてしまい,恐怖というものも,残存している場合は病理学的恐怖となってしまうであろう。その途は長いであろうが,究極の希望を見失ってよい理由は何もないのである。(参考：「世界が安定するための４つの要件）
