 土地の国有化及び大規模な経済組織の国有化に賛成する論拠(arguments 議論;論拠,理由)は,一部は技術的なものであり,一部は政治的なものである。
(注:みすず書房版の東宮訳では,「土地は国有にするが,経済組織はなるべく大きなほどいいとする議論」と訳されている。即ち、"State ownership of" は "land" にだけかかり,"the large economic organizations" にはかからず, "in favour of the large organaizations" と解釈している。しかし,それでは,この後に書かれているように,大規模な民間企業(私企業)が政府を無視したり,政府を操るようになったら大変だというラッセルの主張と合わなくなってしまう。日本では日本国有鉄道(国鉄)が民営化されJRができたり、郵便などの国有事業が民営化されたりして、何でも民営化したほうがよいと思っている人が多いので東宮氏の訳が正解と思う人もけっこういるかも知れない。しかし,当時の日本政府が国鉄を民営化した時に6つの地域別の「旅客鉄道会社」と1つの「貨物鉄道会社」に分割したのは,民営化する以上競争させる必要があると考えたからであろう。公共性の高いものは民営化に適さない。官公庁も民営化され,税金や手数料を多く払う者には手厚いサービスをするが、非課税の世帯には最低限のサービスしかしなくなったら大変である。金持ちは兵役免除、貧乏人は優先して最前線に派遣するとか・・・!?)
技術的な論拠(理由)は,イギリスのフェビアン協会によるものを除いて,また,アメリカにおいては,TXA(注:Tennessee Valley Authority テネシー川流域開発公社)との関連で強調されたのを除いて,(これまで)あまり強調されてこなかった。にもかかわらず,(大規模な経済組織の国有化の)技術的論拠(理由)は,特に電力と水力に関しては,非常に強力なものであり,(そのために)保守党の政府にさえ,技術的な見地から,社会主義的な方策を導入させている(保守党政府は社会主義的政策を導入している)。我々は,近代技術の(発達・導入の)結果,いかにして組織(体)が成長し,合体し,そうして(対象)領域を増していく傾向があるかについて見てきた。(即ち,技術的な見地からの)必然の結果は,政治的国家(political State :治世が主な役割である国家)がしだいに経済的機能を引き受けなければならないか,あるいは,国家を無視したり国家を支配・制御するに足る力をもった巨大な民間企業のために国家が部分的にその機能を放棄しなければならないか,いずれかである。国家がそれらの企業に対する覇権(支配権)を獲得しなければ,国家はそれらの企業のあやつり人形(傀儡)となり,それらの企業が真の国家になる(であろう)。いずれにせよ(In one way or another),近代技術が存在しているところではどこでも,経済的権力と政治的権力は統合化されざる得ない(注:must become ならざる得ない/「されなければならない」と訳すと意味がちがってきてしまう!)。このような統合化への動きは,抵抗できない非人間的な性質を有しており,その性質はマルクスが自分が予言した展開(発展)の属性であるとしたものである。しかし,そのような動きは,階級闘争(the class war)あるいはプロレタリア(無産階級)の悪行とはまったく関係がないものである。

The arguments in favour of State ownership of land and the large economic organizations are partly technical, partly political. The technical arguments have not been much stressed except by the Fabian Society, and to some extent in America in connection with such matters as the Tennessee Valley Authority. Nevertheless they are very strong, especially in connection with electricity and water power, and cause even Conservative governments to introduce measures which, from a technical point of view, are socialistic. We have seen how, as a result of modern technique, organizations tend to grow and to coalesce and to increase their scope; the inevitable consequence is that the political State must either increasingly take over economic functions, or partially abdicate in favour of vast private enterprises which are sufficiently powerful to defy or control it. If the State does not acquire supremacy over such enterprises, it becomes their puppet, and they become the real State. In one way or another, wherever modern technique exists, economic and political power must become unified. This movement towards unification has the irresistible impersonal character which Marx attributed to the development that he prophesied. But it has nothing to do with the class war or the wrongs of the proletariat.
