 ヨーロッパにおいて,最も活気のある人々は全て、意見の分かれる問題における自由競争にも賛成していた(注: a matter of opinion 意見の分かれる問題)。1815年から1848年(の革命勃発)まで、教会と国家は、ヨーロッパ大陸の全域にわたって、フランス市民革命の諸思想(いろいろな考え方)に,一緒になって(連合して)反対していた。検閲(制度)は、ドイツとオーストリアを通じて、苛酷かつ滑稽なものであった。ハイネは、このことを、次のような言葉から成るある章の中でからかっている。
ドイツの検閲官は・・・・・・・
・・・・・・・・・・・・愚か者。」
 フランスとイタリアにおいては、ナポレオン伝説は,フランス市民革命讃美と同様、政府の弾圧の対象であった。スペインとローマ教皇領(States of the Church)においては、自由思想は全て、その最も穏健なものでさえ、禁止されていた。(即ち)法王庁(the Pope's government )は、いまだ公式に魔術(sorcery)を信じていた。国籍の原則は、イタリア,ドイツ,あるいはオーストリア・ハンガリー帝国では、擁護(主張)することを許されていなかった(注:The principle of nationality 「国籍の原則」:みすず書房版の東宮訳では「国民性の原理」と誤訳/通常は、「父母の国籍のいかんを問わず,その出生地の国籍を取得するという原則」)。また,いたるところで,反動は、商業の利益に対する反対,農村の人々と対立するものとしての封建主義の権利の維持,及び,愚かな王や怠惰な貴族の支持,と結びついていた。こうした状況において、(いわゆる)自由放任主義は、正当な活動をはばまれた精力の自然な現れ(表現)であった。

All that was most vigorous in Europe was in favour, also, of free competition in matters of opinion. From 1815 to 1848, Church and State, over the whole of the Continent, were united in opposing the ideas of the French Revolution. The censorship, throughout Germany and Austria, was at once severe and ridiculous. Heine made fun of it in a chapter consisting of the following words :
"The German Censors .... ............................................ idiots .."
In France and Italy, the Napoleonic legend, as well as admiration of the Revolution, was the object of governmental suppression. In Spain and the States of the Church, all liberal thought, even the mildest, was forbidden ; the Pope's government still officially believed in sorcery. The principle of nationality was not allowed to be advocated in Italy, Germany, or Austria-Hungary. And everywhere reaction was associated with opposition to the interests of commerce, with maintenance of feudal rights as against the rural population, and with the support of foolish kings and an idle nobility. In these circumstances, laissez-faire was the natural expression of energies that were hampered in their legitimate activities.
